8(a) STARS III is a multiple award, indefinite-delivery, indefinite-quantity (MA/IDIQ) GWAC set aside exclusively for SBA certified 8(a) IT firms. 8(a) STARS III provides Federal agencies with customized IT services and IT services-based solutions, both commercial and non-commercial, as defined in the Clinger-Cohen Act and FAR 2.101. Customized IT services-based solutions, which can be tailored to meet an agency’s particular mission requirements, may include any combination of the IT services identified in the Functional Area Descriptions below. The principal nature of any resulting task order procurement must be for IT services; however, ancillary support may be included when it is integral to and necessary for the IT services-based effort. Services may be performed at Government and Contractor locations worldwide, as specified in each task order. Federal buyers who wish to use the 8(a) STARS III GWAC must receive training and be granted a delegation of procurement authority prior to issuing task orders. GSA 8(a) STARS III is a multiple award, indefinite delivery, indefinite quantity contract vehicle with a $50 billion program ceiling and a five-year base period with one three-year option.
- The 8(a) STARS III GWAC ordering period is a five-year base with one three-year option. This ordering period began on July 2, 2021.
- The ceiling for 8(a) STARS III is $50 billion.
- 8(a) STARS III allows for fixed price, time and materials, labor-hour or a hybrid blend of these task order types.
- The contract access fee for the 8(a) STARS III GWAC is .75%, the same as GSA Schedules.
- The contract includes two sub-areas, one for emerging technology and one for OCONUS requirements.

The Small Business Administration (SBA) 8(a) Sole Source vehicle enables agencies to engage in direct buy contracts with certified contractors. As a Contract Officer, you can award a sole-source 8(a) contract to TechSentials if:
- You determine that TechSentials is has the capabilities to perform the work
- The resulting contract can be awarded at a fair market price
- The government estimate does not exceed $4.5 million according to 8(a) Sole Source Limitations at FAR 19.805-1(a)(2)
The 8(a) sole source vehicle provides agencies a simplified and shortened acquisition procedure:
- Reduced decision cycle: the time required to award an 8(a) sole source contract is usually within days.
- Lowered administrative costs: procurement process and time is reduced to a minimum.
- Prices reflecting the best value: agency negotiates with the firm directly to get the best value.
- Credit for promoting small business participation within agency.
- Can initiate a contract with a simple high-level statement of work.
SBA 8(A) PROGRAM – AWARD A SOLE SOURCE CONTRACT TO TECHSENTIALS IN SIX EASY STEPS
Step 1: Decision is made to issue a Direct Award to TechSentials
Step 2: Intent to Award letter with PWS is sent to TechSentials’ SBA representative
Step 3: SBA reviews and makes determination that TechSentials is capable of execution
Step 4: SBA sends letter of acceptance to Contracting Officer (CO) and Specialist
Step 5: CO informs TechSentials and agency that they may enter into negotiations
Step 6: Once mutually acceptable terms are agreed upon, contract is awarded
