About TechSentials

The engineers behind mission-critical federal communications.

…essential technical solutions.

TechSentials is a federal wireless telecommunications integrator and managed-services firm. Since 2012 we've helped defense and civilian agencies modernize, secure, and sustain the systems their missions depend on, from RF design through implementation, cut-over, and long-term operations.

Our Story

Built by engineers who have actually deployed these systems.

Founded in 2012 by RF engineer Lisa M. Harley, TechSentials was built on a simple premise: mission-critical communications demand engineers who have designed and deployed them in the real world. Backed by 32+ years of wireless engineering leadership, we've become a trusted technical partner on some of the government's most secure and complex campuses, earning SBA 8(a) certification in 2020 and a decade of continuous, competitively re-won performance at DHS St. Elizabeths along the way. Today we deliver RF engineering and program management to civilian and defense agencies alike, holding a Top Secret facility clearance and a record of zero cost overruns across more than $10M in federal contracts.

Our Mission

To empower federal agencies with secure, mission-ready wireless telecommunications, engineered, deployed, and sustained to the highest standards.

Our Vision

To be the government's most trusted partner for RF engineering and wireless integration, setting the standard for reliability and connectivity in mission-critical environments.

Why TechSentials

What sets us apart

📡

Deep RF expertise

32+ years of wireless engineering leadership across public-safety LMR, in-building DAS, and cellular/broadband.

TechSentials is led by a senior RF engineer with 32+ years across public-safety LMR, in-building DAS, and cellular and broadband. The people designing your system have actually built and sustained systems like it in the field.

🏛️

A decade of federal trust

10+ years of continuous support at DHS St. Elizabeths, competitively re-selected three times running.

We have supported DHS St. Elizabeths for more than ten years and been competitively re-selected three times, across the TIP, SETS I, and SETS II programs. Agencies keep choosing us because the work holds up.

On budget, every time

Zero cost overruns across $10M+ in executed federal contracts.

Zero cost overruns across more than $10M in executed federal contracts. We scope carefully, price honestly, and deliver exactly what we committed to.

🔒

Cleared & compliant

Top Secret facility clearance; 100% personnel clearance compliance; full FAR, DHS, DoD, NFPA, and IFC compliance.

Top Secret facility clearance with 100% personnel clearance compliance, plus full compliance with FAR, DHS, DoD, NFPA, and IFC requirements. We can work where communications cannot fail.

📈

Mission-grade reliability

99.9%+ uptime on systems supporting national-security operations.

99.9% and better uptime on systems that support national-security operations, including 99.95% LMR availability and zero security breaches or accreditation failures on our flagship program.

Fast, flexible procurement

SBA 8(a) sole-source direct awards let agencies contract quickly, without a protest window.

As an SBA 8(a) certified firm, we can be awarded sole-source contracts directly, quickly, and without a competitive-protest window. It is one of the fastest, lowest-risk ways to put our engineers to work.

Leadership

Lisa M. Harley, President & CEO

Lisa M. Harley founded TechSentials in 2012 and leads it as President & CEO and Chief Technical Lead, setting strategic direction and serving as senior RF engineering authority. She brings 32+ years in wireless telecommunications and is a recognized expert in RF systems design, optimization, and large-scale program management.

Her career spans the industry: she began as a Senior Wireless Systems Engineer at Motorola, designing trunked and conventional land mobile radio systems (SMARTNET/SMARTZONE, ASTRO25, CENTRACOM) for major public-safety agencies, then held senior and director-level RF engineering roles at national telecommunications firms. As Wireless Program Manager and subject-matter expert for the District of Columbia (DCNet/OCTO and the Office of Unified Communications), she drove citywide public-safety initiatives including a Motorola 700/800 MHz P25 simulcast upgrade, a NIST-partnered 700 MHz LTE demonstration network, and the deployment of 1,200+ wireless access points and multiple in-building DAS systems across city facilities. Ms. Harley holds a Bachelor of Engineering in Electrical Engineering from Stevens Institute of Technology and is a member of the IEEE and APCO.
